The National Bridge Inventory database lists structural evaluations and codes for all bridges in the U.S. This includes bridges on highways, railroads, pedestrian-bicycle bridges, overpasses and those designated as historically significant. An invaluable print resource on Portland bridges which includes everything you need to know about Portland bridges, when built, type, span length, designer, etc., but also includes many, many experts named in the acknowledgments chapter.
Normally in the library, currently available in the News Research pod.

State by State: Deficient or Obsolete Bridges
MSNBC.com
has posted details on every bridge in the U.S. that has been rated as "structurally deficient" or "functionally obsolete," and carries at least 10,000 vehicles a day.
