Human Rights Watch concluded in a recent report, No Easy Answers: Sex offender Laws in the United States, that is unclear whether sex offender laws "do more harm or good."
"Protecting children requires a more thoughtful and comprehensive approach than politicians have been willing to support," group director Jamie Fellner said in a statement.
